Ben Denton is to replace Rosemarie MacQueen at Westminster city council following a cost-cutting reshuffle.
Denton will become executive director for growth, planning and housing, replacing MacQueen, who was strategic director for the built environment.
Leith Penny will be executive director for city management and communities until he retires at the end of March 2015.
