Westminster City Council has approved its new City Plan 2019-40 following a full council vote.
The City Plan sets out a vision to deliver more affordable homes and jobs, laying out planning policy for the borough over the next two decades.
It includes a target of 1,495 new homes to be delivered every year for 10 years, with over 22,000 by 2040.
This includes 1,850 new affordable homes by 2023. Of these, 60% are to be for intermediate housing.
New policy rules out tall buildings in most of the city. It also incorporates late additions, requiring developers to deliver 50% affordable homes on estate renewals, up from 35% in previous policy.
Richard Beddoe, deputy leader and cabinet member for place shaping and planning, said: “Our new City Plan will pave the way for more homes, business growth and a greener city, striking a balance between conservation and the need to support more housing and jobs in the heart of the capital. It will help cement our position as one of the world’s best and most exciting places to live, work and visit.
“Now the plan has been approved by the council it will be submitted to the Secretary of State for Housing, Communities and Local Government for public examination, which is a very important milestone before it can be formally adopted as local planning policy.”
