As many as 70,000 new homes in flood-risk areas are not covered by the government’s insurance scheme.
The homes, including 20,000 built on land with no flood defences, are not covered by Flood Re, the government scheme launched in 2015 to give homeowners access to affordable cover.
Research by the Bright Blue thinktank has found that £31bn of property had been built on land at the highest risk of flooding since 2008.
