Peabody and London Square are set to get consent to build 985 homes to replace Holloway Prison, N7.
Islington Council planning officers have recommended the plans for approval at the committee on 10 February.
The scheme is the first major site to come forward as part of the Ministry of Justice estates sale announced in 2015. Peabody acquired the site from the Ministry of Justice in 2018, paying £82m for the 10-acre site on Parkhurst Road.
The housing association, working with London Square, lodged plans from AHMM architects last year.
The scheme includes 60 extra care beds, 60% affordable housing, a women’s building and flexible commercial space, with towers of up to 14 storeys.
