Sir Jim Ratcliffe has asked the government for permission to drill a shale gas test site.
The founder of Ineos made the request after business secretary Kwasi Kwarteng raised the possibility of reconsidering a moratorium on fracking.
Ratcliffe’s company has offered to develop a test site to demonstrate that the technology can be safe.
