MORNING NEWS: Gove and Sunak to unveil fresh planning reforms

Fresh new plans to shake-up the planning system are dominating the headlines, ahead of an announcement expected from government later today.

The changes are expected to make it easier to convert high street shops into living spaces, while the establishment of a dozen new development corporations will allow government to grab brownfield land for development.

The proposals are part of Rishi Sunak’s promise to build more homes without “concreting over” the countryside.

The announcement is likely to please Grainger boss Helen Gordon, who featured in this weekend’s Manifesto in The Times and called for government to be more serious about delivering homes.

But just creating more rules in the planning system may not be the answer. A survey of more than 300 councillors found that the planning system was “set up to fail”, with most local planning authorities feeling under-resourced and at odds with their own planners.

While government fiddles with the planning system in a hope to deliver more houses, elsewhere it looks to be taking its foot off the gas on environmental reforms. By-election results have politicians worried that voters aren’t quite ready for the investment needed to meet net zero goals, prompting conversations that they might be “asking too much too quickly” of homeowners and landlords, especially when it comes to incoming EPC rules.
