Mark Bourgeois, former head of UK & Ireland at Hammerson, is to take over as interim chief executive of the Government Property Agency.
Bourgeois will replace Steven Boyd, who is stepping down at the end of November, with a search for a permanent chief executive expected to begin in 2024. Boyd became the GPA’s first permanent chief executive in 2019.
As well as his time at Hammerson, Bourgeois‘s past roles include executive director at Capital & Regional.
The Government Property Agency has been working on onboarding government departments so that it can become the single custodian of the public estate. As its manager, the GPA would ensure that the government covenant is utilised properly, not just to bring value to the taxpayer but to do its bit to help level up the UK.
Alongside developing the government’s hubs programme, the GPA’s other objectives include supporting the transformation of the civil services, delivering on the government’s net zero pledge and providing best value.
Bourgeois said: “Since its formation five years ago, the GPA has established itself as a leader in the UK workplace sector, supporting the work of the civil service while improving the financial and environmental performance of the government’s portfolio. I look forward to working with the GPA executive team to champion customer focus, support clients and build a strong organisational culture within the agency as we continue this programme.”
Pat Ritchie, chair of the GPA, said: “Steven has made great progress in joining up the government’s office estate, delivering the Hubs Programme, making major changes to the London estate, and leading the introduction of interoperable property technology to enable civil service productivity.”
