Proposals for the redevelopment of the Prince Bishops Place Shopping Centre in Durham city centre have been lodged with the council.
The transformation is expected to cost about £55m.
A joint venture between Citrus Group and Galliard Homes is looking to reshape the existing shopping centre with the delivery of new retail, leisure uses, a public square, student housing and a hotel.
The 400 space lower level multi-storey car park will be retained.
The scheme will also deliver new walkways, landscaping and pedestrian seating.
The public square will cater for events and will be the centrepiece of the scheme, accommodating the main entrances to the hotel and student accommodation, as well as a selection of shops, restaurants and leisure facilities.
The application is expected to be heard at planning committee in the summer.
Robert Dibden, planning director at Lichfields, which advised Citrus on the proposals, said : “By re-purposing an existing, failing shopping centre, this scheme offers an opportunity to strengthen both the vitality and viability of the city centre.
“It will also significantly improve the overall design quality and appearance of the centre by introducing a finer grain of development which more closely reflects the historic character of Durham City.”
