Harbour Exchange offices set for resi makeover

Hong-Kong based private equity firm Gaw Capital and City & Docklands are set to receive planning approval for a 52-storey residential tower on the Isle of Dogs, E14.

The proposed plans include converting two office buildings, 4 & 5 Harbour Exchange Square into 450 homes.

Of the homes, 35% will be affordable and will comprise 70% affordable rented and 30% intermediate affordable housing units.

The proposed affordable rented units would be equally split between London Affordable Rent and Tower Hamlets Living Rent, while the proposed intermediate units would be shared ownership.

The scheme also includes retail units, a restaurant and creative spaces.

Gaw signed a 15-year lease with the University of Sunderland for 4 & 5 Harbour Exchange Square in April. The university will take 95,628 sq ft of office space. 

According to data in EG Radius, office rents at HX are around £27-£35 per sq ft.

Plans for the residential tower were submitted in 2022.
