Whitbread, the parent company of the Premier Inn hotel chain, has submitted updated plans to convert two vacant office buildings at 9–11 Angel Court, EC2, into a hub by Premier Inn hotel.
The two properties, 9–10 and 11 Angel Court, are separate office buildings dating back to the late 1890s.
The site has remained largely vacant since 2010, though following Whitbread’s acquisition in 2021 it was temporarily occupied by the charity Food for All for meanwhile use. It is currently hoarded.
In March 2024, planning permission was granted for the redevelopment of the site, retaining the facades and constructing a new hotel behind them. However, it was not possible to take the proposal forward given the complexities of the location.
Whitbread’s latest application proposes an alternative approach to retain, extend, and convert the existing buildings, rather than redeveloping the site entirely.
This revised proposal will allow greater retention of the original building fabric and faster construction timeline compared to the 2024 proposal.
The new hotel will comprise 95 bedrooms across 33,970 sq ft GIA – an uplift of 4,703 sq ft on the existing space. The project will bring the long-vacant site back into permanent use for the first time in over a decade.
Whitbread has appointed Axiom Architects to design and remodel the two buildings, with the total contract valued at £19.5m.
The hotel will be both owned and operated by Whitbread.
The company currently operates six hotels in the City of London and has three more either under construction or in advanced planning stages: Snow Hill, Angel Court, and New London House.
