Police have launched a fraud investigation into the construction of approach roads to the second Severn Bridge which is due to open next month, after apparently being called in by Balfour Beatty, the main contractor. The construction company is building the £61.5m Avon approach roads from the M4 and M5. It said yesterday it would be inappropriate to comment further. Meanwhile Devon and Cornwall police confirmed they were investigating an alleged misuse of funds last year at Plymouth Development Corporation.
