The DoTransport has created the UK’s first official “expressway” in the stretch of the A38 between Exeter and Plymouth in a move to attract investment to the area. Plymouth businesses complain that potential investors often reject the area because the M5 motorway ends at Exeter. No money will be spent on improving the road and critics view the move as a cynical vote-winner, since the A38 passes through several marginal Tory constituencies.
