Retailers and developers are becoming more cautious about going to planning appeal on out-of-town sites as more than half of all retail appeals are now turned down under the revised PPG6.
Nick Taylor of Drivers Jonas which has researched the figures, said: “Retailers, landowners and investors have become more cautious about their prospects of success at appeal and are increasingly not prepared to take the risk.”
The average success rate for foodstore appeals has fallen from 55% to 45%, and the superstore operators have reacted to this by cutting the number of appeals they lodge from more than 80 in 1994 to less than 40 in 1996 when the revised PPG6 came into effect.
Similarly in the retail warehouse sector, the proportion of successful appeals has slumped from nearly 70% to under 50%. Less than 20 schemes went to appeal in 1996, against more than 70 in 1995.
