The Welsh Development Agency, the Development Board and the Land Authority for Wales could merge under Government plans for Welsh devolution.
A white paper on devolution is expected to tackle the subject next week.
Also, the WDA has reported its best job creation in 21 years with 18,400 jobs being created or safeguarded between 1996 and ’97.
