The Government is axing plans to widen the M25 to 12 lanes and the Salisbury by-pass.
The decision follows intense lobbying from road protestors and new sympathies within Whitehall.
It will announce further decisions next week. It is expected to halt plans to upgrade roads between Bradford and Cumbria but give the green light to the M66 “box” around Manchester.
