Two consortia are battling to win Foreign Minister Robin Cook’s approval to build and equip a new £300m home for GCHQ, Britain’s most important intelligence facility.
The consortia are: GSL who would place security for GCHQ in the hands of Group 4 while giving BT responsibility for telecommunications.
The other, the Oakley Partnership, was assembled by UK subsidiary of Vivendi, formerly known as Compagnie des Eaux, a French water company with finance from French bank Societe Generale.
