Motoring organisations have slammed proposals to create a special lane for cars carrying two or more people on the approaches to the Blackwall Tunnel in east London.
Ministers see the plan as a way of persuading people to switch to public transport or adopt car sharing.
But motoring organisations said the location would be disastrous for such a scheme and congestion would increase sharply at a spot already vulnerable to delays.
