Harbourside Centre is planning to sue the Arts Council after it was forced to abandon a £93m arts centre, in Bristol.
The consortium says it has been left with more than £2m debts after the Arts Council withdrew £58m of funding.
It says the Council has since gone back on an earlier “development” award to prepare a detailed scheme with engineers and architects.
