JDS Uniphase is building a new plant in Plymouth and expanding its operation at Torquay.
The North American high tech company recently bought the Torquay headquarters of Sifam Fibre Optics for £60m.
Last year the Canadian company, Nortel Networks, announced it was creating 1,300 jobs at Paignton.
