Malcolm Kellar, a multimillionaire property developer who disappeared seven years ago leaving £6m debts, has been found.
He is living under an assumed name Malcolm Bailey and working as a builder in Basingstoke, Hampshire.
He has been charged under his own name after police investigated a series of alleged deceptions involving his new business. He will appear before Andover magistrates next week charged with fraud involving more than £60,000.
