BAA has warned that further delay to Heathrow terminal five would lead to a deterioration in service at the London airport.
A final report is due to go to the government in October or November following the longest-running planning inquiry in the countrys history.
The airports operator is worried a final decision could be delayed further is a general election is called next year.
