The annual report of the parliamentary Intelligence and Security Committee shows the expected removal costs of GCHQ spy-centre staff from one side of Cheltenham to the other have more than quadrupled from the original £60m.
Construction work is thought to be a little more than £300m.
GCHQ now operates from two sites in the Essex city.
