Grosvenor is seeking planning consent for the redevelopment of 16.99ha (42 acres) of Liverpools shopping and leisure district that stretches from the waterfront to the citys Chinatown.
It wants to bring in upmarket stores which have breathed new life into Manchester and Leeds.
It could be completed in 2007.
