Wilcon Homes and Chiltern Investment Properties have bought a former cinema, car park and 11 shops in Station Road, Edgware, for £4.6m.
The site has planning permission for 3,158 sq m (34,000 sq ft) of shops and leisure space, and 38 flats.
PSE advised the purchasers.
