The Joseph Rowntree Foundation has voiced opposition to the Government’s proposed planning tariff.
The JRF fears that the tariff might actually lead to fewer affordable homes being built, as a standardised formula would not take into account site specific variations.
This would mean that more affordable housing would be provided off-site.
In its official response to the planning green paper, the JRF added: “The greatest concern must be that government will regard the introduction of a tariff as a reason for reducing other funding for affordable housing.”
It has echoed the RICS by arguing for the retention of the current system, saying that “the S106 system, last amended in 1998, while not perfect, is bedding down.”
The JRF, which this week forecast that the UK will have a housing shortfall of 1.1m homes in the next 20 years, said that the tariff should only be adopted if it will result in more homes being built.
