Arup says more work is needed to prevent buildings collapsing if hit by a bomb, in a report by its extreme events taskforce.
It says designers should consider applying techniques that are used in regions prone to earthquakes for buildings in high-profile cities.
Guidance in place to provide for robust designs is more than 30 years old and does not cover extreme events such as terrorism.
