The Joseph Rowntree Foundation is planning a new social housing development called New Osbaldwick on the fringes of York.
It will be modelled on New Earswick, another of its successful schemes outside the city.
New Osbaldwick will comprise 540 homes developed in partnership between the foundation and York council. It will be referred to the secretary of state for outline planning permission early next year. The scheme has generated considerable opposition.
