Delays in producing the supplementary planning guidance for the London Plan will prevent a public inquiry from examining any of the detailed, and potentially controversial, policies contained in the plan.
Mayor Ken Livingstone said last year that the guidance would be ready before the examination in public begins in March.
However, sources at the Greater London Authority have said it would be “extremely unlikely” that the mayors office would be able to produce the detailed policies by then.
The SPGs will cover the detail of policies outlined in the draft London Plan, including density targets, tall buildings, affordable housing and developers contributions to transport infrastructure.
