Raleigh Enterprises’ plans to turn 4-5 Millbank, the former headquarters of the Crown Agents, into a 200-bedroom hotel have been blocked by Westminster council.
The council cited parking problems, traffic congestion and the environmental impact on neighbouring housing as reasons for turning the scheme down.
Raleigh’s agents, Beauchamp Estates, say they plan to take the scheme to appeal.
