The scheme, known as the King Abdulaziz Endowment Project, overlooks Al-Haram mosque, Islam’s holiest shrine.
Four of the complex’s five towers will comprise flats while the fifth will be a five-star hotel.
Other elements of the scheme include a transport hub, a bus station, a five-storey shopping mall, prayer halls and offices.
