Peel Holdings has received the go-ahead for a 64,000 sq ft (5,950 sq m) office building and 194 flats next to Erie Basin at Dock 9 in Salford Quays.
The plans include two blocks, one of nine storeys and one of 20 storeys.
Peel intends to sell on the residential element of the scheme.
Broadway Malyan is the architect.
