The Northern Ireland Civil Service is pressing ahead with the first stage of plans to transform its entire £260m estate through public-private partnerships.
A team led by Deloitte and Chesterton was last week appointed to finalise a strategy.
Chesterton’s input will be led by Brian Thompson.
The project to upgrade the 3m sq ft estate is being led by Northern Ireland’s Department of Finance.
It said there was no prior commitment to a PPP and it would consider other alternatives.
The first stage will involve two pilot schemes to procure new offices of up to 150,000 sq ft each.
