Rail regulator Tom Winsor predicted that Network Rail will be floated on the London Stock Exchange in the hope that making the rail operator accountable to shareholders would reduce its inefficiencies.
In an interview with The Times, Winsor forecasts that the firm will be transformed into a listed company within five years.
