Norris will challenge Livingstone for mayor

The Conservatives have named Steven Norris their candidate for London mayor.

They said his priority would be to abolish the £5 central London congestion charge which begins today.

William Hill is offering 4/1 odds that the charge will be scrapped by the end of the year and 10/1 that mayor Ken Livingstone will resign before the end of his term.

The Monday column in The Daily Telegraph says Livingstone is London’s deadliest enemy.

A comment column in The Times says the £5 decongestant is London’s last hope.

The Personal view column in The Daily Telegraph says the real test for congestion charging is whether it will choke off jobs.
