The Competition Commission is poised to attach detailed conditions to any of the Safeway bids if it decides they should go ahead.
It will seek to work out detailed plans for remedies even though it is not yet required to do so.
It indicated there would be at least one full-scale public hearing into the competing bids for Safeway from Asda, Tesco, Sainsbury’s and William Morrison.
