Manchester developer Omega Atlantic is drawing up plans for a 560,000 sq ft business park on part of its former Huncoat power station site, near Accrington in Lancashire.
The business park will occupy about 36 acres of the site while the remaining 65 acres will be redeveloped mainly as distribution space.
The company has commissioned SMC Gower Architects of Leeds to draw up designs for the business park.
Planning consultant Peacock Smith is advising Omega.
