The interim Olympic Delivery Authority (ODA) has unveiled a 25-page document laying out what it expects from its Olympic Delivery Partner, the project manager that will deliver the infrastructure for the 2012 London Games.
The ODA said more than 60 companies had already expressed interest in the key contract since it tore up a tentative shortlist at the beginning of the year and went back to market.
In particular it highlighted the need to address both risk management and performance to reflect the immovable deadline of the project and the “considerable” challenge.
David Higgins, chief executive-designate of the Olympic Delivery Authority, said this was different to most contracts which “focus solely on penalizing failure.
“There can be no flexibility on the end date as there is an immovable deadline for delivering the project.”
Higgins added: “This is a significant role and the scale of the challenge is considerable.
“The document identifies at least 27 areas the Delivery Partner will have to manage.”
Only companies with a turnover of £100m or a consortium where each partner has a turnover of £50m are eligible to apply for the position.
The tender will be taken forward by ‘competitive dialogue’, with a 25 April deadline for expressions of interest.
The 25 page document released today makes clear that the Delivery Partner will be:
- involved in nearly every aspect of the ODA’s work not just delivering Olympic venues and infrastructure, but also, post-Games, the conversion of permanent venues and facilities to legacy use, and removing temporary venues;
- the DP will lead the design, construction, commissioning, procurement, scheduling and cost management functions for the ODA and the subsequent modifications to convert the venues after the Games;
- will co-locate with the ODA in its offices at One Churchill Place, Canary Wharf
- play a key role in managing the budget;
- manage the supply chain on the ODA’s behalf, helping the ODA to fulfil its commitment to delivering long-term benefits to SMEs and the local labour force
