An interim review of local government to be published next week will warn that central government targets, including those for housebuilding, are hindering economic development in England’s towns and cities.
Sir Michael Lyons’ government-commissioned report is expected to say the key to prosperity will lie in handing town halls greater responsibility for “shaping” urban areas.
The Financial Times says this could lead to English towns and cities winning back the power to set their own business rates. It says some employers might have to pay more over time.
