The company acquired the site from Bilsdale Properties and is planning a speculative scheme known as Point Five.
It will contain two buildings of 25,000 and 30,000 sq ft respectively, to be completed this year.
PPG also has outline consent for a further 135,000 sq ft of development for a design-and-build scheme at the site.
Daniel Burn of King Sturge, which is advising PPG, said the developer had already received interest in the larger building.
Rochdale-based developer Beva is on site elsewhere at Walker Park with a refurbishment of the former Magnum building, to be known as Beva at Walker Park.
It is being converted into a new scheme with units from 80,000 to 470,000 sq ft, available on a freehold or leasehold basis.
