They are vying to develop a £200m retail-led mixed-use scheme on a 12.5-acre former cattle market site in the town centre.
ESG Hereford, the regeneration company established by Herefordshire council and Advantage West Midlands will select its partner in February 2008.

The site was released for development in December after Herefordshire council decided that the historic cattle market should be relocated to Griffiths Field, towards the north-west of the town.
The land, where the council wants 350,000 sq ft of shops and leisure, alongside housing and a car park, forms part of a 100-acre town centre regeneration project.
