Caroline Flint, the new housing minister, will propose today that up to 1m people in social housing should be expected to actively seek work as a condition of their tenancy.
She told The Guardian that unemployed tenants, including those on council estates, should also undertake skills audits.
She said more jobcentres would be opened, some of which the private sector would run, on the estates themselves.
