Film and TV studio company Pinewood Shepperton has submitted plans for a £200m creative industries hub at its Pinewood studio in south Buckinghamshire.
Project Pinewood includes 1,400 homes built within film sets depicting street scenes from world cities including Paris, Venice and New York.
The project will also include an extra 200,000 sq ft of commercial space, a school and health centre. Existing planning permissions will allow 1m sq ft of commercial space to be built at the media park.
Pinewood Shepperton said it would seek to appoint a development partner once it had secured planning for the scheme.
Construction is expected to begin in 2012.
