The Work Foundation and the Centre for Cities argue in separate reports published today that the government’s potential scheme to revive enterprise zones is likely to be costly and ineffective unless there are drastic changes to the 1980s model.
Canary Wharf proved one of the most successful of 38 enterprise zones created between 1981 and 1996. The zones offered 100% capital allowances on investment in property, exemption from local business rates and simplified planning.
