Christopher Hammer, the Property Ombudsman, has called on ministers to introduce legislation to better protect landlords and tenants from rogue agents.
His call came as he revealed a record number of complaints against estate and lettings agents were made to him last year. New referrals rose 40% to 1,338 – 28% above the last peak in 2008.
