Turnstone Estates has submitted a planning application for a 32,000 sq ft leisure scheme in St Neots, Cambridgeshire.
The development will offer a six-screen cinema, four restaurant buildings and three residential flats.
The application follows a public exhibition held in February this year for the 1.5-acre, former fire station and waste recycling site.
Subject to planning consent, the £8m scheme will be completed by early 2013.
