Capital Shopping Centres and Watford council have teamed up for a second attempt to bring forward the 400,000 sq ft redevelopment of Charter Place.
CSC – which owns the neighbouring Harlequin mall – had been appointed as the original developer of the scheme almost a decade ago, but the partnership failed in 2008.
Watford then went back to the drawing board and in 2009 launched a fresh search for a development partner, selecting London & Regional in 2010. L&R later pulled out of the project.
Last year Henry Boot was selected to bring forward the scheme, but again plans stalled.
Watford said it thought CSC was “in the best position to ensure the redevelopment becomes a reality”.
