Peel Group has submitted plans for a six-acre mixed-use project in Ellesmere Port in Cheshire.
The firm plans to build 60,000 sq ft of commercial space, including a 120-bedroom hotel and student accommodation block.
The land has been vacant for 20 years and sits next to the Rossfueld Park North site, which is earmarked as a housing area.
A decision on the proposals is expected by 28 December.
The scheme has been designed by architects Randall Thorp; Manchester-based Indigo Planning advised on planning.
