Regeneration Liverpool, a joint venture between Sigma Inpartnership and Liverpool city council, is looking to redevelop a seven-acre site around Lime Street station.
The partnership has signed an option agreement on the land, which would link the site, behind Lime Street station, with the Knowledge Quarter around the universities.
The city council will hand over the land, while Sigma will manage the development for a fee of 3-4% of the development value, and a share of profits.
The developer on the scheme is Liverpool-based Neptune Developments.
Sigma director Graeme Hogg said: “Now that the option agreement has been signed, the next step will be to start to outline a masterplan, which will revitalise this currently underused area of the city centre.”
Work could start on site next year, with a completion target of 2020.
