Plans for as many as 3,500 homes in north Lincolnshire will be put out for public consultation later this month.
The £612m scheme, which is being promoted by strategic land investor Lucent Group, is part of the Lincolnshire Lakes development that will ultimately deliver 6,000 homes in the area by 2026.
The project, which sits next to the South Humber Gateway and opposite Grimsby port, will feature a new primary school, shops and public spaces.
Allies & Morrison is designing the scheme.
