Dacorum borough council has launched a search for a development partner to bring forward a £25m regeneration of Hemel Hempstead town centre.
The search follows the launch of a joint regeneration scheme with supermarket chain Morrisons and West Herts College.
The council is now seeking a developer to regenerate six acres of land in the town centre owned by the council and its public sector partners.
The chosen development partner will be tasked with delivering a funded new public service quarter building of around 70,000 sq ft which will bring a range of public services under one roof, including the council, voluntary sector organisations, a modern library and improved facilities for registration services.
It will also be tasked with pulling together proposals for a commercial leisure scheme on Market Square.
The schemes will be accommodated on up to 2.45 hectares of land which is under the control of the public sector.
Developers have until 7 June to register their interest in the scheme. A preferred partner is expected to be selected next year, with work expected to start in 2015.
